Steps

1. In a small pot, combine the vinegar, water, olive oil, salt, pepper, minced garlic, and red pepper flakes. Bring to a boil. 2. Add the octopus pieces to the boiling liquid and simmer for about 5-7 minutes until tender. 3. Remove the octopus from the heat and let it cool in the pickling liquid for about 30 minutes. 4. Once cooled, strain the octopus and place it in a bowl. Add the chopped parsley, cucumber, and bell pepper. 5. Toss everything together and serve chilled or at room temperature.
