1. Cook the noodles according to package instructions, drain and set aside. 2. Heat vegetable oil in a pan over medium heat. 3. Add minced garlic and chopped green chili; sauté until fragrant (about 1 minute). 4. Add shredded carrots and bell peppers, stir-frying for 2-3 minutes until slightly tender. 5. In a small bowl, mix soy sauce, rice vinegar, and sugar until sugar dissolves. 6. Add cooked noodles to the pan, pour the sauce over, and toss well to combine everything evenly. 7. Stir-fry for another 2 minutes, allowing the noodles to absorb the flavors. 8. Remove from heat, garnish with chopped green onion and sesame seeds if using. 9.
