1. Heat the sesame oil in a frying pan or wok over medium-high heat. 2. Add the sliced beef and cook for 2-3 minutes until browned, stirring frequently. 3. Add the garlic and ginger, cooking for an additional 30 seconds until fragrant. 4. Toss in the bell pepper and carrot, stir-frying for another 2-3 minutes until the vegetables are tender-crisp. 5. Pour in the soy sauce, season with salt and pepper, and mix well. 6. Remove from heat and garnish with chopped green onion. 7. Serve hot over cooked rice.
