Steps
1. Rinse the rice under cold water until clear.
2. In a pot, bring 1 cup of water or broth to a boil, add rice, reduce heat to low, cover, and simmer for 15 minutes until rice is cooked.
3. Heat oil in a pan over medium heat; sauté garlic and onion (if using) until fragrant.
4. Add the meat pieces, season with salt, pepper, and paprika; cook until browned and cooked through.
5. Add diced potatoes and carrots to the pan; stir and cook for about 10 minutes until vegetables are tender.
6. Fluff the cooked rice with a fork and serve it in a bowl.
7. Top the rice with the cooked meat and vegetable mixture.
8. Adjust seasoning if needed and enjoy warm.
