Steps
1. Rinse the rice under cold water until water runs clear and set aside.
2. Heat olive oil in a pan over medium heat. Add diced meat and cook until browned on all sides.
3. Add chopped onion and minced garlic, sauté for 2 minutes until fragrant (if using).
4. Add diced potatoes and sliced carrots to the pan, stir to combine.
5. Season with salt, pepper, paprika, and thyme.
6. Pour in the rice and mix well with the meat and vegetables.
7. Add water or broth, bring to a boil, then reduce heat to low.
8. Cover and simmer for 18-20 minutes, or until rice is cooked and liquid absorbed.
9. Turn off heat and let it rest covered for 5 minutes before serving.
