1. Preheat the oven to 375°F (190°C). 2. Cut the bell pepper in half lengthwise and remove seeds and membranes. 3. Heat olive oil in a pan over medium heat. Add onion and garlic; sauté until translucent. 4. Add ground beef, cumin, salt, and pepper; cook until beef is browned and cooked through. 5. Stir in diced tomato and cooked rice; cook for 2 more minutes. Remove from heat and mix in chopped cilantro. 6. Stuff each bell pepper half with the beef and rice mixture. 7.
