Cheburek on a Plate with Tangy Dipping Sauce

Steps

1. In a bowl, combine ground beef, chopped onion, minced garlic, salt, and pepper. 2. Mix flour, water, and 1 tbsp vegetable oil to form a smooth dough. Let it rest for 10 minutes. 3. Roll out the dough into a thin circle. 4. Place a spoonful of the meat filling on one half of the dough circle. 5. Fold the dough over the filling and press edges to seal tightly. 6. Heat oil in a pan over medium heat and fry the cheburek until golden brown on both sides, about 3-4 minutes per side. 7. For the sauce, mix tomato paste, minced garlic, vinegar, sugar, salt, and water until smooth. 8. Serve the hot cheburek on a plate with the dipping sauce on the side.
